First, you need to finish the "Where Winds Return to Celestial Realms" quest in Wuthering Waves. This exploration quest takes place in the Shores of Last Breath and involves combat challenges. Although it can be completed in one session, it will take some time. Completing this quest is crucial as it unlocks the arena where Nightmare Tempest Mephis resides.
Secondly, you must locate all the Dream Patrols in the Shores of Last Breath. Simply discovering them and marking them on your map is sufficient; you don't need to complete the patrols.
